Hit Comics #28 is an anthology featuring multiple stories. One story involves Miss Bates visiting Dr. Zwindler's sanitarium, where she becomes tired and nervous; Dr. Zwindler recommends she spend a couple of weeks there, but Miss Bates grows suspicious when a woman in room 410 repeatedly cuts her bindings. Another story features a young boy who receives a fifty-dollar bill from an old man, witnesses a gun being fired and money being stolen, and investigates the theft with help from a character named Golly and a supernatural entity. A third story follows Woopy, a fighter, who encounters a dragon in a fantastical setting and must deal with both the creature and a character named Dobbin who pursues him on horseback.
