With federal agents closing in, Steel follows the trail to the Milhouse Waste Treatment Plant, where he uncovers a chilling conspiracy: children are being drugged to suppress their behavior. As he confronts Chindi, who wants the armor for himself, the truth forces an uneasy alliance—just as a deadly self-destruct sequence begins. Before heading out to rescue his nephew, Tyke, Steel goes to STAR Labs to have them look at his armor. They can’t figure out why it is disappearing, but they do find Chindi’s tracking device. Steel is forced to leave STAR Labs in a hurry when Federal agents arrive to arrest him. Steel goes to the Milhouse Waste Treatment Plant and learns the real reason behind the kidnappings. The children are being given artificial hormones as part of a behavioral modification program to make them more passive. Before he can shut the program down, Chindi arrives and attacks Steel to get his armor. The fighting ends when Chindi discovers Steel is telling the truth about the children. Unfortunately, their fighting has activated a self-destruct mechanism and they have only minutes to live.
