The Oligarch (a Russian mobster), the mysterious Jilf Sgrobe, Crystal Ball & the Night Creepers' joint International Research Institute of Zurich and ex-KGB agent Pale Peony are all after something valuable called Morning Light, which they know Storm Shadow protects (but few of them understand what it might be). Peony kidnaps Storm Shadow's "niece" Tiff. Storm Shadow evades his enemies in Chicago then heads to Moscow to confront Pale Peony.
