“Loose Cannon Part 3”

In "Loose Cannon Part 3," Synergy breaks free from Argos and makes a desperate return to Skywatch, while Winter grapples with a moral crisis: M.A.D.-1 has been reactivated in Russia, but without a formal U.N. request, he's barred from acting. Torn between duty and the instinct to protect his homeland, Winter seeks out Henry Bendix, knowing full well the risks of defying orders. Written by Ron Marz and illustrated by Mat Broome, with inks by Chuck Gibson and a cover by Broome and Gibson, this pivotal issue pushes Stormwatch’s boundaries with personal stakes and high tension.

Synergy escapes from Argos and returns to Skywatch. Winter learns that M.A.D.-1 has been reactivated in Russia but is forbidden from intervening as the nation has not asked the U.N. for help.
