Auf Polizeichef Gordon werden mehrere Attentate verübt und Batmans Freund Falke erklärt, daß es sich bei dem Täter um den intergalaktischen Vollstrecker Vorga handelt, der nur erwiesene Schwerverbrecher jagt. Gordon erzählt den Helden von einem Fall als er noch ganz jung Polizist war und er beim Verfolgen eines Gangsters im Gegenlicht auf einen vermeintlichen Angreifer schoss. Es handelte sich um einen Ausserirdischen, dessen Leiche er vergrub. Jetzt stellte sich heraus, daß der Fremde damals mit dem Verbrecher gemeinsame Sache gemacht hatte und Vorga sieht von seinem Plan ab den Polizeichef zu töten.
