The issue contains two stories. "The Rampaging Elements" features Tom Mix dealing with a flood threatening a town; he devises a plan to use sandbags to reinforce the dam and discovers a crack in its center that needs repair. In a backup story, a young boy encounters a magical character who transforms a rubber ball into a bouncing toy that causes him physical pain when he mistreats it, teaching him a lesson about respecting his possessions.
