Cobra Commander assembles various rejects from other teams; they are Starscream, Spirit Iron Knife, and Hot Rod. To prove their worth, they are going to attack the Hoover Dam, but end up at Niagara Falls instead. Prime Minister of Canada Bizarrobama gives them the country. Optimus Prime, Burger-Meister, Duke, and Megatron team-up to stop them. Duke sends in the Arctic Joes, not realizing it is hot in Ontario in August. They head to Utah.
