With budget cuts and wiretaps replacing actual crime-fighting, the team stumbles into a robbery, declares themselves the new Avengers after being ignored, and sparks a full-blown conflict when the original team objects to their antics—leading to a showdown that reshapes the superhero landscape. After the Skrull invasion, Bush feels the need to tighten security and appoints Green Goblin to do so. He appoints a cabal including Lizard, Mysterio, Electro, and a Skrull. He uses the money he saved by giving everyone purple uniforms to perform more warrentless wiretaps. They stop a robbery, but the robber doesn't take them seriously, so they decide they are now Avengers. The Avengers threaten to leave, so they take their identities. When the old Avengers violate the noise ordinance, both teams fight. The old Avengers leave and join the X-Men.
