Wilbur Comics #20 is an anthology featuring multiple stories. "Captain Tootsie" follows the titular character as he visits an army airfield in the southwest, where he learns about advanced fighter planes called Thunderjets from an officer. When a twister threatens the field, Captain Tootsie devises a plan using Tootsie Fudge rolls to give the pilots quick energy, enabling them to fly their planes into formation and escape the tornado's path. The issue also contains a Wilbur story involving restaurant and boating misadventures, where Wilbur's date at an establishment leads to chaos, culminating in his boat heading toward the ocean before he jumps aboard to prevent disaster.
