Aquaman's search for Mera leads him to an undersea race known as the Maarzons. He finds that Black Manta rules the Maarzons, and he must battle Black Manta in a duel to find out information about what happened to Mera. Meanwhile, Narkran, whom Aquaman left to rule Atlantis in his absence, is turning into a tyrant.
