When the City Council proposes to raise homeowners' taxes to provide for park funding, Fred gets angry and decides to run for City Council. Opposing him is Hal Cooper, who thinks it’s a great idea to fund the park with increased taxes. Soon, the two men and their families are divided on the tax issue, and everyone is campaigning for their ideas.
