G.I. Written by Larry Hama with interior pencils and inks by Rod Whigham and Andy Mushynsky respectively, and a cover by Mike Zeck — who handled cover duties across the series' most celebrated period — the issue was edited by Denny O'Neil with Don Daley as assistant editor and Jim Shooter as editor-in-chief, as confirmed by the Grand Comics Database. The issue went on sale January 21, 1986 (cover-dated May 1986), and exists in Direct, Newsstand, and Canadian variants. At least one contemporary critic noted that the sheer volume of new 1986 toy introductions in this issue appeared to reflect Hasbro's promotional requirements, with the narrative momentum of the Snake-Eyes/Storm Shadow escape plot competing for page space with debuting vehicles such as the Devilfish and the Cobra Hydro-Foil. The cover of this issue was later reprinted in G.I. Joe Yearbook #3 (March 1987), and the story itself was serialized in the UK's Action Force weekly in 1988.

The Joes launch a sea assault to rescue the recon team on Cobra Island, as the Baroness fatally shoots Storm Shadow as he aids Snake-Eyes in his escape.
