The Masked Raider confronts a huge white wolf called Lobo that has been attacking ranches in the area, striking terror into local settlers and outlaws alike. Meanwhile, a lawyer named Lewitt offers Max Seaton $10,000 for his ranch, claiming to act on behalf of a friend, but Seaton refuses to sell; when the Masked Raider discovers Lewitt's involvement in a scheme with outlaw crews, he works with Wild Bill and others to stop them. Cap Lewitt and the Grundy brothers attempt to use explosives and violence to drive settlers from the valley, but the Masked Raider thwarts their plans and pursues them across the landscape.

When con man Rubin Hayes peddles worthless mine stock to unsuspecting townsfolk, a mild-mannered lawyer named Les Wilcox has other plans—disguising himself as the Masked Raider to force Hayes toward justice.
