Pep Comics #25 is an anthology issue featuring multiple stories. One story follows the Pep-themed character as he encounters a walrus criminal who uses a laundry as a hideout and possesses a hollow ring with a skull insignia, leading to a confrontation where the hero must foil the villain's escape plans. Another story features Grimly the Boy Detective battling overwhelming odds in one night of terror, with the introduction of the Shield, a new superhero whose breath weapon proves crucial in his rescue; the Shield is presented as coming to readers "with a bang" in a new series announcement.
