A rich megalomaniac trying to recreate ancient Rome in Texas has kidnapped many women related to powerful men from the State, amongst them is a former girlfriend of Cowboy. Cowboy and his old Texas Ranger friend infiltrate "New Rome", and with the help of the mysterious Marauder, manage to rescue the hostages and escape before the US Air Force arrive to level the installation.
